'Water rights fee' protest form

Farm Bureau recommends that water rights holders who receive a bill from the state of California file protests to improve their chances of receiving a refund of state "water rights fees." The California Farm Bureau Federation has challenged the assessments in court, as unconstitutional taxes.

State attorneys require that bill payers file a protest--technically a Petition for Reconsideration of the bills they pay for any given fiscal year in order to be eligible for a refund of the amount paid for that year.
